Students from outside Louisiana attending Southern University at New Orleans can expect to pay $4,911 in annual tuition.
Books and supplies ring in at $1,400, while those electing to live and eat on campus can tack on an additional $7,080 per academic year. International students are charged the same rates.
According to the College Board, these figures total to less than one-third the amount most students pay at a four-year public college as an out-of-state student.
Student Services Like Counseling And Healthcare Are Growing
Many of these noninstructional roles are for student services, another increasing cost in campus budgets. Services such as academic support, personal counseling, and healthcare have been on the rise, Hartle said.
“These services are always added because of student needs, and most schools, once they begin to offer them, are very reluctant to take them away,” he said, adding that there’s also been a reallocation from instruction to administration expenses â known as institutional support â and research.
Vedder says there has been an explosion in the number of non-teaching personnel on campus, with several administrators at top universities making six-figure salaries with fringe benefits and secretarial support. He said about two-thirds of university budgets had nothing to do with teaching but instead go toward things like advocates, dormitories, and facilities.

But, unlike the regional agreements, students arent restricted by their choice of major.
There are, however, some programs that are excluded in certain states. Here are a few examples of some of the available tuition exchange programs.
Minnesota has agreements with Wisconsin, North Dakota and South Dakota that allow students to attend participating schools and pay whichever in-state tuition rate is the highest.
Ohio students may attend participating out-of-state colleges in Indiana, Kentucky, Michigan and West Virginia. Students are charged the current, in-state tuition rate for their school of choice.
Kentucky also has tuition exchange agreements with Illinois, Indiana, Tennessee and West Virginia.
Eligible Colorado students may attend participating institutions in New Mexico and pay the in state tuition rate.
