I went to a private university, I could not afford the tuition anymore, so I didn’t go back. Now the amount I owe them is in collections and they won’t release my transcript to start school at my home town nor can I pay off 11k.

The practice of holding transcripts by schools is a common one. After you leave school, the transcript is the last collateral the school has to make sure you pay.

There are two options here.

The first is you could negotiate with the school to enter into a repayment plan you can afford in exchange for the transcript.

Second, if you don’t have that many hours, or hours that will transfer to the new school you could start over as you suggested.

Generally the requirement to entering college is proof of a high school degree or equivalent. It sounds like you’ve got that.

What About High School Transcripts

High school transcripts tend to be a bit less formal, and dependent on the school itself. Most high schools will print transcripts regularly, as their students will often transfer or use the transcripts to apply to university.

If you attended public school, it is not very likely that you’ll still owe fees. If you attended a private school, you may owe some unpaid fees, depending on your situation. It will be dependent upon the school as to whether or not they’ll hold the transcript until you’ve paid all debt.

    What If A Third Party Requests My Transcript

    Sometimes a third party requests your transcript to be sent to them directly. This is the case often when transferring universities, or sometimes for you to qualify for jobs or fellowships.

    Third parties will request the transcripts directly in order to ensure that you haven’t tampered with them.

    While the transcript is sent to the third party directly, you’re still responsible for paying the fees. For example, if your potential employer wants you to send them your transcript immediately, you’ll still have to pay the rush fee.

    The transcript will simply be sent to them instead of to you.

    “Think about when you’re 18 years old and what you don’t know about managing debt,” said Dawn Medley, the associate vice president of enrollment management at Wayne State, who created the program. “We had a lot of students who owed us these past balances they may have had veterans’ benefits or remaining federal aid money, but they’re caught. They can’t enroll until they pay the debt, and they can’t get aid until they enroll.”

    Even before Ohio announced the new guidance, Cleveland State University had started forgiving up to $5,000 in exchange for re-enrollment and course completion.     “Our program helps,” said Dean of Admissions Jonathan Wehner, Cleveland State’s vice president of enrollment management and student success, “but really the dialogue we need to have is about affordability and how we make sure that every student who could benefit from a four-year degree can get a four-year degree.”

    Wehner and other university officials say they try to accommodate students as best they can, given the constraints of the law.

    Even as several universities have expressed concerns behind the scenes about losing revenue, some say using collection agencies isn’t necessarily more effective than other ways to collect the money.

    For example, in fall 2018, Wayne State University in Detroit started a program called Warrior Way Back. Students who owe less than $1,500 are allowed to re-enroll, and for each semester they complete, one-third of their debt is forgiven.

    University administrators say the program has actually helped financially: Wayne State has gained $1.5 million in tuition from those students after taking into account the debt it forgave.
