The Student Right-To-Know Act amends the Higher Education Act of 1965 to require all institutions of higher education participating in any program under HEA title IV to disclose the completion or graduation rate of certificate- or degree-seeking, full-time students entering those institutions. Eastern Gateway Community College investigated this complaint and is providing the BBB with the following responsive information:

********* *******s completed classes at Eastern Gateway on 8/1/21, and the student’s graduation was approved by the dean in mid-September. Eastern Gateway ordered the diploma on 9/27/21 and it was delivered on 10/21/21 to the address on file with the college’s Registrar’s Office, which was in Tennessee. On 11/4/21 the student contacted the College, and confirmed that a change of address was necessary, providing an Illinois address. Eastern Gateway Community College reordered the diploma on 11/4/21 and the vendor has an expected delivery date of 11/22/21.

About Hlc And Accreditation

The Higher Learning Commission is an institutional accreditation agency that accredits degree-granting colleges and universities that are based in the United States.

Institutional accreditation validates the quality of an institution as a whole and evaluates multiple aspects of an institution, including its academic offerings, governance and administration, mission, finances, and resources. HLCs accreditation includes all degree levels as well as onsite and online course delivery. Institutions of higher education in the United States may also seek accreditation through specialized or programmatic accreditation agencies, which accredit programs, departments or schools within a college or university.

Institutions that HLC accredits are evaluated against its Criteria for Accreditation, a set of standards that institutions must meet to receive and/or maintain accredited status. HLCs Criteria for Accreditation reflect a set of Guiding Values.

The accreditation process is based on a system of peer review. Approximately 2,000 educators from institutions of higher education serve as HLC peer reviewers conducting accreditation evaluations for other institutions. Eastern Gateway Community College spent the past few years riding a tidal wave of enrollment growth, but its rapid rise has now put the colleges accreditation at risk.

Earlier this week, in a blistering 10-page letter, the Higher Learning Commission announced it had placed the eastern Ohio college on probation, with the colleges accreditation to be further reviewed two years from now.

The accreditor faulted Eastern Gateway for unchecked growth while lacking a strong commitment to maintaining academic standards.

Accrediting Commission Puts Eastern Gateway On Probation

YOUNGSTOWN, Ohio Eastern Gateway Community College has been placed on probation by the Higher Learning Commission for a period of up to two years over issues its president largely dismisses as concerns related to operational issues under the schools past president.

The Chicago-based commission said it has changed Eastern Gateways status from Accredited to Accredited On Probation because it determined the community college does not meet HLCs criteria for accreditation related to teaching and learning quality, resources and support and teaching and learning: evaluation and improvement.

While on probation, Eastern Gateway which has campuses in Youngstown and Steubenville will remain accredited and has the opportunity to remedy the issues that led to the sanction, the commission said. Eastern Gateway will be required to provide evidence to the commission that it has addressed the issues leading to the sanction by Feb. 1, 2023, in preparation for an on-site evaluation to take place no later than April of that year. In November 2023, the commissions board of trustees will determine whether Eastern Gateway has complied and the probation can be removed.

The commissions findings stem from a review conducted a year ago, Michael Geoghegan, Eastern Gateways president, said in a phone interview Tuesday. The findings concern what procedures are in place for documenting outcomes for the commission to review, he asserted.

Associate Degree Nursing (ADN) Program

Eastern Gateway Community College in Ohio is a fully accredited, nonprofit public institution that is part of the University System of Ohio. Students can enroll in the online distance-learning program with no costs for tuition, fees or e-texts. Credits earned can be transferred to a four-year college to date, credits have transferred to 320 educational institutions in 39 states. Eastern Gateway Community College is a public junior college with its main campus in Steubenville, Ohio, and another campus in Youngstown. It later changed its name to Jefferson Technical College in 1977. In 1995, the technical college became a junior college and therefore the name changed another time to Jefferson junior college. In 2009, the school expanded its service district to incorporate three Ohio counties additionally to the first Jefferson: Columbiana, Mahoning, and Trumbull. This resulted during a further name change and therefore the college became referred to as Eastern Gateway Community College in October 2009.

College officials say they have already responded to many of the accreditors criticisms, and are taking corrective action. For example, the college hired five full-time faculty members this year, with 10 additional full-time positions budgeted for next year.

In staff meetings this week, President Michael J. Geoghegan of Eastern Gateway complained to employees that the college has been treated unfairly by its accreditor, according to witnesses.

Statehood And Early Years

On February 19, 1803, U.S. President signed an act of Congress that approved Ohio’s boundaries and constitution. However, Congress had never passed a formal resolution admitting Ohio as the 17th state. Although no formal resolution of admission was required, when the oversight was discovered in 1953, as Ohio began preparations for celebrating its sesquicentennial, Ohio congressman introduced a bill in Congress to admit Ohio to the Union retroactive to March 1, 1803, the date on which the first convened. At a special session at the old state capital in , the Ohio state legislature approved a new petition for statehood which was delivered to Washington, D.C., on horseback, and approved that August.

Ohio has had three capital cities: Chillicothe, , and . Chillicothe was the capital from 1803 to 1810. The capital was then moved to Zanesville for two years, as part of a state legislative compromise to get a bill passed. The capital was then moved back to Chillicothe, which was the capital from 1812 to 1816. Finally, the capital was moved to Columbus, to have it near the geographic center of the state.
