Do Washington D.C. Residents Get In-State College Tuition in All States?

This is the most common question I hear when I give our live workshop, Little-Known Secrets of Paying for College.

The short answer is. No!

But there is good reason why this myth is propagated. If you reside in D.C. you mayqualify for a tuition grant through the D.C. Tuition Assistance Grant Program , which, depending on what school you go to and what aid package you receive, might lower your tuition to in-state rates.

But this is rare. Back when the DCTAG Program was created in 1999, it provided an enormous benefit and often matched, or came close to matching, in-state costs. As college costs have skyrocketed in the past two decades, however, the grant values have remained roughly the same. It can still cover the whole difference at a few select schools, but in general, D.C. residents will still pay more than in-state residents without any other forms of aid.

Fortunately, there are other strategies you can combine with DCTAG to lower out-of-state costs.

Since Washington D.C. has no public university except for UDC, DCTAG assists D.C. residents by defraying the cost of out-of-state tuition. For public schools, the program will help cover the difference between in-state and out-of-state tuition for up to $10,000 a year for 6 years, with a lifetime maximum of $50,000.

Explore Reciprocity Agreements Or Regional Exchange Programs With Nearby States

Several regions have exchange programs set up with other states in the region that offer discounts to all college students residing in those states. These include:

Some states have forged agreements with neighboring states that allow students to get in-state tuition at any public school in either state.

For instance, Wisconsin and Minnesota have a tuition reciprocity agreement, which means students from either state can get in-state tuition at public schools in both states. Minnesota also has similar agreements with South and North Dakota as well as Manitoba in Canada.

Even individual schools in states that dont participate in an exchange program sometimes offer in-state tuition, scholarships, or will reduce the out-of-state tuition for qualifying students from neighboring states.

The University of Arkansas offers a scholarship for students from surrounding states who meet requirements for GPA and standardized test scores. Georgia Southern University offers lowered tuition to any student from neighboring Florida, Tennessee, South Carolina and Alabama.

No. You can’t be classified as in-state by default. In every state system, the formula to attain favored tuition status is different. And although classification policies across the country commonly use the term “resident,” they usually define it differently. In fact, the policies seldom rely on traditional notions of simple residency, meaning little more than physical presence or domicile. They present a more rigorous set of objective tests, depending on the purpose and philosophy of each governing board.

Penn State College Of Medicine Secondary Application Essay Tips

Penn State College of Medicine offers accelerated programs for students interested in Family Medicine, Internal Medicine, Orthopedics, Emergency Medicine and Neurosurgery to complete their training in three years. It provides an interdisciplinary training environment for students from their medical school, physician assistant program and nursing school to train together. Through its Global Health Scholars Program, students can train at international sites in Ghana, Taiwan, Peru and other countries. Their school is currently unranked by U.S. News & World Report. Receiving in-state classification at another higher educational institution in the state of Tennessee does not automatically grant in-state classification at the University of Tennessee, Knoxville. Guidelines and documentation required for being granted in-state classification at UTK can be different than other schools. While in-state classification at the other school will be taken into consideration, the decision to grant in-state at another school does not automatically provide in-state classification at a UT system school. Also, waivers in out-of-state tuition or reductions to tuition that are offered at other higher educational facilities in Tennessee would not transfer to UTK.

How Do You Qualify For In

Obviously, your education at a state-funded university is going to cost you a lot less if you can demonstrate that you live in-state. But knowing what counts is a little tricky: its different for every state, and even schools in the same state might have slightly different qualifications.

If you have to move to another state to go to school, you should expect to at least pay out-of-state tuition for your first year. Once you can prove that youve lived there for a year though, some schools will let you become eligible for in-state tuition. But what counts as proof also varies.

When it comes down to it, youll need to look at residency requirements on a school-by-school basis. Every school should have this information on the tuition page of their website.

But even if youre not a state resident, you might not have to pay the full out-of-state tuition rate. 45 states are part of regional tuition discount programs also known as reciprocity programs or tuition exchanges.

  • To establish eligibility by demonstrating service, you must complete the following form: Application for In-State Tuition on the Basis of Service, truthfully and timely.

    An Easier Alternative To Getting In

    One alternative is tuition reciprocity programs. Through these unique partnerships, students can attend certain colleges in a different state than the one in which they reside, but still get in-state or reduced tuition. Usually, these programs are reserved for students who live in the same region but not the same state. Other times, specific programs are tailored to students who study an in-demand field, such as nursing.

    • Although the State of Tennessee does not have a durational requirement of 6 months or a year or more this does not mean that moving into your room, renting an apartment prior to attending, moving into a relatives home, or any other place to live prior to the first day of school will automatically grant in-state classification.
    • A dependent student would need to show that reason for parents move to Tennessee is not for educational purposes.
    • An independent student would need to show that move to the state was not for educational purposes. This can be difficult to do if the person moves and be begins to attend the University within a short period of time.
    • Stating intent to remain in the state after attending school does not provide the documentable proof needed to show that reason for current residence in Tennessee is not for educational purposes.
      ****Tennessee Code Annotated § 49-9-105 Does provide a durational requirement for students whose parents/legal guardians are not domiciled in Tennessee but the student is a US Citizens that has graduated from a Tennessee public or private secondary school or earned a Tennessee high school equivalency diploma and the student has resided in Tennessee for at least one full year immediately prior to admission.****

    What If Parents Or Student Own Property In Tennessee

    • Property ownership in itself does not provide in-state classification for tuition purposes. It is possible to own more than one home but only one would be considered a primary domicile. Indicating dual state residency or a percentage of time is spent in one state and a percentage of time in another does not automatically provide that Tennessee is the primary domicile.
    • Owning a vacation home, 2nd home, or a condo or other property for a student to use while attending a higher education facility in Tennessee is not sufficient evidence of domicile. The home in Tennessee must be the primary legal domicile of the students supporting parents.
    • Purchasing a home for a student to live in while attending UTK in itself would not show that domicile in Tennessee is incidental to educational purposes.

    What If I Am Under The Age 24 And My Parents Are No Longer Claiming Me For Income Tax Purposes Will My Domicile Be Determined Independent Of My Parents Domicile

    A person may be financially dependent on his/her parents for purposes of determining domicile even if parents are not claiming the student for income tax purposes. A student, whether or not living with his or her parent, who is eligibleto be claimed under the federal income tax code shall be considered as a dependent student regardless of whether the student is claimed or not. Failure to claim a qualifying dependent does not, in and of itself, establish that the student is in fact financially independent. The student needs to document he/she has income independent of parents sufficient to support themselves. Income obtained from parent financed, guaranteed or co-signed loans, gifts from parents, loans, grants or scholarships received by a student who is classified as a dependent for FAFSA purposes, property purchased by parents, and college funds, 529 plans, trust funds or savings plans set up for a student are not considered independent financial support. If eligible for independent classification, the student would still need to show that reason for moving to and residing in Tennessee is not for educational purposes.
