    Other Changes At The Colleges

While keeping costs down, some have gone beyond that initial mission in several ways in recent years, generally by partnering with four-year state colleges.

For instance, six county colleges Atlantic Cape, Brookdale, Camden, Mercer, Morris and Raritan Valley have partnered with Rutgers so that a student can get a four-year Rutgers University degree while taking all necessary classes at the county colleges. Rowan University has a similar program, which it calls 3 + 1, with its partner county colleges, which have changed names to reflect the arrangement: Rowan College at Burlington and Rowan College of South Jersey .

Its unclear how the addition of on-campus housing might impact tuition and fees at county colleges or how their construction would be funded. The bill simply amends the 1962 law to give the college boards of trustees the power to establish fees for room and board sufficient for the operation, maintenance, and rental of student housing and food service facilities. Currently, county taxpayers subsidize a portion of the costs of their community colleges but its questionable whether county commissioners would ask taxpayers to pay tens of millions of dollars to build dormitories.
