What Could National Free Tuition Mean For California

It depends on which, if any, of the free tuitionbills gets through Congress. What state leaders definitely don’t want is for California to get less federal funding than other states that charge more for tuition. That could happen if the government matches the cost of tuition in each state rather than allocating funding based on average tuition nationwide.

“Since California has the lowest tuition in the country, we wouldn’t want to see our students be penalized because our state invests more money in our system,” Chancellor Oakley said.

Oakley would also want federal tuition funding to come with enough flexibility to allow states to use the money to best serve their students, while still holding them accountable for positive outcomes. He said he’d like to use federal dollars for supplemental instruction and emergency aid to minimize “all the things that we know very, very well prevent low-income students from succeeding.”

Jessica Thompson, associate vice president for The Institute for College Access and Success, cheered Biden’s plan to also provide two years of subsidized tuition at four-year universities designated as “minority-serving institutions,” which would include many of the California State University campuses as well as some University of California campuses.

Promise Programs Are Not Just About Free Tuition

Community colleges that get state funds to implement promise programs can use the money in a variety of ways to increase access to college and improve outcomes, especially for students who are underrepresented in higher education, including African Americans, Latinos, Native Americans, and foster youth, among others. Colleges don’t have to use the money to waive tuition.

Still, most promise programs do offer free tuition, for one or two years. Some also offer other financial and material support, like money for textbooks, bus passes, and food vouchers.

Many promise programs also include workshops to help students transition into college, and individualized counseling to help students stay on track to earn an associate degree or career technical certificate, or to transfer to a 4-year university.

Some colleges, including Long Beach City College, also use state promise funding to do outreach to local high school students, and to help them apply for college and financial aid.

LBCC’s Dean of Equity, Sonia De La Torre-Iniguez, said the school partners with 41 local high schools to “cultivate college-going mindsets” in students early on, prioritizing schools that have large numbers of students of color. The goal is to broaden access to college, the work of which, De La Torre-Iniguez says, “starts well before the student’s first semester at Long Beach City College.”

But that’s only because I live in affordable housing, otherwise I wouldn’t be able to rent.

As more students seek out higher education and specialized training at community colleges, the demand for professors should increase. According to the Bureau of Labor Statistics projections, the employment rate of postsecondary teachers, including community college professors, will grow 11% from 2018 to 2028 compared to a mere half percent projected growth for all occupations.

Is Community College Free In California

Community college isnt free across the board in California. As of 2021, the state has 116 community colleges, each with its own programs and fees as well as scholarships, grants, and other cost-cutting measures.

For example, Sacramento City College Los Rios Community College District tuition and enrollment fees for 2020-2021 are $46 per unit for residents and $353 per unit for non-residents. In addition to cooperating with federal and state grant and financial aid programs, the school offers its own financing initiatives, like SCC Philanthropy Scholarships and a textbook voucher assistance program.

Meanwhile, Los Angeles Trade-Tech , has enrollment fees of $46 per unit for residents and $289 for non-residents . In addition to cooperating with diverse federal and state financial aid and grant programs, LATTC offers its own general scholarships for which students can apply .

These are just two examples. The point is, not all community colleges in California are free. Tuition and fees still apply. However, the costs are lower than a usual two-year or four-year state university. Further, community colleges offer many options for covering costs.

California offers some impressive initiatives designed to cover the cost of tuition essentially making school free. The state government has been a pioneer in creating an environment where all community college students can access educational opportunities, regardless of financial means.

Opting For A Fast Path To Work

Anevay Martinez started at College of the Desert in Palm Desert right after graduating from high school in 2020, hoping higher education would kick start a career in medicine. Her plan was to take courses there for two years and then transfer to a four-year university.

But Martinez struggled to learn without the structure of in-person classes. She started dreading going to school. She didnt want to sit through general education classes that had nothing to do with her major. Instead, she wanted to jump right into her career.

After just a couple of weeks, she dropped out.

I know if I want to do things by myself, she said, its gonna cost money.

Through Mayfield, she got an externship at an internal medicine office in Palm Desert, taking patients blood pressure and temperature, going over their medications with them, and prepping for X-rays and MRIs. That eventually turned into a full-time job once she got her medical assisting certificate. On the weekends, she works at a retirement home.

Eventually, she said, she wants to return to community college and become an ultrasound technician. But shes unsure when that might happen.

I wanted to just start doing something so I can start living on my own and get my life started faster, she said. I dont want to rely on my parents more than I have to.
