College Station City Council Unanimously Amends Ordinance For Upcoming Election
Amendment modifies available polling locations for Novembers election
COLLEGE STATION, Texas – The College Station City Council voted unanimously Thursday to amend its ordinance for the upcoming November election to modify available polling locations for voters to cast their ballot.
College Station City Secretary Tanya Smith told council at Thursdays meeting that Christ United Methodist Church told the city it could not participate as a polling place this year due to nearby construction.
There will be proper signage and a list of other locations to vote posted at Christ United Methodist Church on election day, Smith said.
Its not the only change voters will experience on election day. The way voters will cast their ballots is also going to be different.
You still feed information into a computer. You still respond to a computer, College Station Mayor Karl Mooney said. But then you take your print out and you feed that paper in, and a paper record is kept of your votes.
The amendment comes to the same election ordinance ordering three potential changes to the city charter that will be decided by voters. Two deal with ethics questions. One asks if city council members should be required to disclose any campaign contribution over $500 and abstaining from any matter before council that would benefit the contributor.
The third question asks voters if they want to move city elections from even to odd-numbered years.

The Brazos County Elections Administrator has been advised by the Texas Secretary of States Office that the Election Code has precedence over local regulations, said Trudy Hancock, Brazos County elections administrator in an email. As a result, the recent orders for wearing masks in Brazos County, Bryan and College Station do not apply within the one hundred foot election perimeter.

College Station Proposition Could Return The City To Odd
COLLEGE STATION, Texas – With election day approaching, some College Station residents are concerned about a ballot proposal that would shift the city to odd-year voting. The city adopted even-year voting in 2018, but some College Station city council members have proposed a return to odd-year voting.
Former College Station city council member James Benham believes this will greatly affect the citys voter turnout among minority residents.
Its gonna be harder for them to vote because they have to find out when the specialty, small, local elections are in a non-general election cycle, so its going to be harder to vote. Its going to be harder to get representation, Benham said.
Mayor Karl Mooney said he isnt in favor of odd-year voting because there were more votes in 2018 to shift elections to even years. Still, he doesnt believe changing to odd years is a ploy to reduce the minority vote.
Thats up to each individual to be as informed as they want, Mooney said.
The mayor believes odd-year voting could help residents focus on local leaders during elections, instead of contending with long ballots filled with national and state leaders.
By the time they get down to the bottom, some folks are just saying, You know what, Im not gonna even bother to vote for the bottom or Im gonna vote, but Im just gonna check off the first one.
Moving forward, Benham says he wants the best for the city.
Where To Vote On Election Day
Long lines formed at polling locations across the country early Tuesday morning, including at the Brazos Center in Bryan.
Polling locations opened at 7:00 a.m. and will close at 7:00 p.m.
As long as you are in line by 7:00 p.m. you will still be allowed to cast your ballot.
If you are registered in Brazos County, you can vote at any polling location in the county. The polling place traditionally housed at College Station City Hall has been moved to the Brazos County Justice of the Peace Precinct 3 office, located at 1500 George Bush Drive.

Not only will voters in College Station elect two council members from a field of five candidates on Nov. 2, they also will vote on three amendments to the citys charter.
The first two propositions deal with city council ethics, while the third is a major change in how council members are elected.
Proposition C would move council elections from even-numbered years to odd-numbered years in an effort to place more emphasis on those elections.
In 2018, College Station voters switched from three-year council terms to four-year terms, with council elections to be held every two years rather than every year. The council members elected on Nov. 2 will be the final ones elected for three-year terms.
The 2018 voters the alternate-year council balloting in even-numbered years to coincide with national and state elections.
Now, three years later, voters are being asked to switch to odd-year elections.
Further, voters in the national and state races can choose to vote straight-Republican or straight-Democrat, but those votes have no bearing on city and school races, which are non-partisan. Unless voters go to the bottom of the ballot, they will not have a say in who represents them on the College Station City Council.
Proposition A says council members may not have any financial interest in or own more than 1% of the stock in any company doing business with the city of College Station.

After one of the most low-key campaign seasons, College Station voters go to the polls Tuesday to fill two city council and two school board positions, consider three proposed changes to the city charter, as well as decide the fate of four school bond propositions.
