What Is ‘free College’
Schools and organizations advertising “free college” usually feature scholarship or tuition reimbursement programs for qualifying enrollees. Most schools do not cover fees, room and board, or healthcare costs.
Many regionally accredited schools provide tuition-free college to a few scholarship students. A few city schools expand free tuition offerings to residents of an entire city. Military academies offer free education plus living expenses to enrollees who commit to active-duty military service following graduation.
Tuition reimbursement and scholarship qualifications vary, but often include academic merit, financial need, or special interest group membership. Students who do not finish their degree or fulfill their service commitment may need to repay funds.

Rhode Island Rhode Island Promise
The Rhode Island Promise program allows all Rhode Islanders coming right out of high school to pursue associate degrees at CCRI tuition-free, regardless of family income. Students who wish to pursue education higher than an associates degree are then able to transfer to the University of Rhode Island or Rhode Island College through the Joint Admissions Agreement program.
Additional Requirements: Students must be Rhode Island residents and new high school graduates or GED recipients who are younger than 19 years old. To maintain the scholarship, students must enroll full time at the Community College of Rhode Island, maintain at least a 2.5 GPA, earn 30 credits each year, and enroll each semester for two years.

There are many community colleges that now offer free tuition programs. The Tennessee Promise Program was the first statewide tuition-free community college program in the U.S. Other states, like Oregon, California, New York and Washington, have implemented similar programs.

Haskell boasts of a fee structure that aims to give Native American and Alaskan Native students from federally recognized tribes tuition-free education. According to its website, Haskell determines that each tribe that sends a student saves about $20,000 in tuition and other fees.
Around 76 Cherokee Nation students enrolled in the fall of 2015 and were able to save a total of $350,000 in that semester, compared to other regional institutions. But students still need to pay around $715 in total institutional costs each year.

The answer appears to be yes. But that might depend on whom you ask. So where is college free in other parts of the world?
As of the 2017-2018 school year, at least seven countries offer tuition-free public higher education . For example, Denmark, Finland, Greece, Norway, the Slovak Republic, Slovenia, and Sweden have free college education. So free college, in Europe especially, has proven to be a popular idea.
