New York Is First U.S. State To Offer Free 4-Year College Tuition | NBC Nightly News

The Federal Supplemental Educational Opportunity Grant is awarded to undergraduate students in low-income settings who want to continue their education by attending graduate school. Priority is given to students who demonstrate the most need the United States Department of Education determines the financial need of students.

In order to determine need, the United States Department of Education looks at the students income and assets the students family household size and how many family members, not including parents, are currently attending a postsecondary educational institution.

To apply, the student should fill out a FAFSA form first. Once the FAFSA is filed, they will receive a Student Aid Report , or the college or university will receive an Institutional Student Information Record , which should have the EFC. The EFC has the students and familys financial information.

Requirements: Applicants must already be receiving the Federal Pell Grant.

President Bidens plan to make community colleges free for all students comes at a critical time: The pandemic led to a steep decline in college enrollment, particularly for low-income and minority students. And businesses have struggled to fill vacancies, as the economy adds jobs at a rapid rate.

Proponents of the proposal, which would cost $109 billion over 10 years and is part of Mr. Bidens American Families Plan, argue that community colleges can help solve both of these problems while also boosting local economies. In addition to paying for tuition, the plan would allocate resources for community colleges to build programs that addressed skills shortages. And a number of economic studies have suggested that increasing the percentage of college graduates benefits everyone, not just the students who received grants to go to college.

Democrats Pass Bill To Provide Free College To Illegal Immigrants

New York Democrats have passed a bill that will use millions in taxpayer money to fund college tuition fees for illegal immigrants.

The Democratic-controlled New York state Legislature on Wednesday passed the Dream Act, legislation that makes thousands of Dreamers eligible for government money to attend colleges in the state.

Dailysignal.com reports: The bill, which has attracted praise from Democratic New York Gov. Andrew Cuomo, would cost $27 million.

The measure is a slap in the face for all the hardworking taxpayers who play the rules and struggle for the costs of a college education, Republican state Sen. Daphne Jordan said of the bill.

Jordan was joined by other Republican state legislators in criticism of the Dream Act, who argued it would unfairly take money away from legal residents who struggle to pay their college tuition.

The bill had been introduced in the New York Legislature before, but Republican control of the state Senate had prevented it from moving forwarduntil Democrats gained control of both chambers after the 2018 midterms.

We do this as a symbol that you will be guaranteed an education and that the door to higher education is open to all children of New York State, stated De La Rosa, sponsor of the bill and immigrant from the Dominican Republic.

While Cuomo has not yet signed the bill into law, he has expressed support for tuition for illegal immigrants and he has already included his own version in the state budget plan.

What Happens To Other Scholarships And Financial Aid

If a student receives a need-based federal Pell Grant or a New York Tuition Assistance grant, they must use those first to pay for tuition. The Excelsior Scholarship will cover the remaining cost of tuition, but can’t be used to cover additional costs for fees or room and board.

The Excelsior Scholarship is not intended to replace other merit scholarships which can be used for expenses other than tuition. And students will remain eligible for federal student loans as long as they fill out the FAFSA.

New York Just Became The First State In The Nation To Make Tuition Free For Middle Class Students At Both Two

Governor Andrew Cuomo introduced the tuition-free plan in January. Lawmakers agreed to include it in the state budget, which was approved by the Assembly on Saturday and by the Senate late Sunday night. The governor is expected to sign the budget bills.

Tuition will be free for residents who earn up to a specific income cap, which will be phased in over the first three years.

Starting this fall, undergraduate students who attend a State University of New York or City University of New York school will be eligible for the Excelsior Scholarship if their families earn no more than $100,000 a year. The income cap will lift to $110,000 next year and will reach $125,000 in 2019.

Those eligible will pay nothing for tuition, which costs $6,470 annually at four-year schools and about $4,350 a year at community colleges. But they will still be on the hook for the cost of fees and room and board if they live on campus. Those other expenses can add up to $14,000 a year.

Students must take 30 credits a year to receive the scholarship. Some lawmakers had spoken out against this requirement, because it excludes students who enroll part time.

In the final proposal, Cuomo said the credit requirement is “flexible” so that any student facing hardship will be able to pause and restart the program, or take fewer credits one semester than another.

“Today, college is what high school was — it should always be an option even if you can’t afford it,” Governor Cuomo said in a statement.

What Tennessee Got Right

Celeste Carruthers, a professor at the University of Tennessees Haslam College of Business who has extensively researched the states tuition-free programs, said Tennessee had done several things right. The first was keeping the program simple.

The crystal-clear message that college is free if you follow these steps and go to these places cuts through a lot of the clutter and opaqueness, Dr. Carruthers said. Need-based and merit-based programs in other states, she said, had less success attracting low-income students, some of whom have struggled to navigate the complicated college financial aid process.

Another aspect of Tennessees success was its focus on mentorship for students. One point that conversations about low graduation rates often overlook is that community colleges take all students, regardless of grades and test scores, said Juan Salgado, the chancellor of Chicagos community college system. Many are first-generation college students, and some are struggling with homelessness, hunger or other family problems.

Financial Crisis Of 1995

In 1995, CUNY suffered another fiscal crisis when Governor George Pataki proposed a drastic cut in state financing. Faculty cancelled classes and students staged protests. By May, CUNY adopted deep cuts to college budgets and class offerings. By June, to save money spent on remedial programs, CUNY adopted a stricter admissions policy for its senior colleges: students deemed unprepared for college would not be admitted, this a departure from the 1970 Open Admissions program. That year’s final state budget cut funding by $102 million, which CUNY absorbed by increasing tuition by $750 and offering a retirement incentive plan for faculty.

In 1999, a task force appointed by Mayor Rudolph Giuliani issued a report that described CUNY as “an institution adrift” and called for an improved, more cohesive university structure and management, as well as more consistent academic standards. Following the report, Matthew Goldstein, a mathematician and City College graduate who had led CUNY’s Baruch College and briefly, Adelphi University, was appointed chancellor. CUNY ended its policy of open admissions to its four-year colleges, raised its admissions standards at its most selective four-year colleges , and required new enrollees who needed remediation, to begin their studies at a CUNY open-admissions community college.

    Families Making As Much As $125000 Per Year Are Eligible

    New York students whose families make up to $100,000 per year will be eligible for free tuition at the states public colleges in the fall of 2017. The income cap will increase to $110,000 in 2018 and $125,000 in 2019.

    The Excelsior Scholarship will be rolled out slowly. Hopefully, that works out any kinks in its complexities. Ideally, Cuomo said, the plan would begin to be offered in the fall of 2017. Other provisions will be added until the program reaches its full status by 2020. Current estimates show that nearly 200,000 New York students would be eligible to attend college for free under the program by that date.
